Seafarers Competence Management System
The Seafarers Competence Management System software is developed in accordance with Intertanko and OCIMF
Competence Management Guidance & Behavioral Assessment and Verification for Vessel Operators. As stated in the introduction of this joint publication, a simple and flexible tool is provided for the assessment of competencies and technical skills during routine vessel operations. This tool is based on maritime industry best practices and can be adopted by any company that aims to improve officers’ technical and soft skills and foster a continuous improvement process.
SQLearn’s “Seafarer Competence Management System” is developed in order to facilitate seafarers’ competencies management. With this software, operators can use industry best practices to set competence standards across the fleet, which will help monitor and actively manage the required seafarer skill sets. Furthermore, it enables crew managers to be proactive as it helps them to easily identify specific training needs when they arise.

Define Promotions & Assessors
The software is based on the company ranking table. In the ranking table you assign the promotion step and the accessor. For example, the Chief Officer will be promoted to Captain and the accessors will be the Captain or External Users or somebody from the HQ.

Define Functions
The software comes with four predefined functions but you are free to make your own:
• NAV (Navigation)
• MOOR (Mooring & Anchoring)
• CARGO (Tanker cargo operations)
• ENGINE (Engineering)

Seafarers’ Competencies assessment
You can define competence assessment with one of the following criteria:
• With Score (1, 2, 3, 4, 5),
• With Code (EX, EE, ME, NI, UN),
• With Description (Exceptional, exceeds expectation, meets expectations, Needs improvement, Unsatisfactory).

Seafarers’ Skills
You can set as many skills as you want to monitor. Our product pre contains the following skill types:
• Hard skills (with 72 competences),
• Behavioral Skills (with 6 competency domains).

How the Seafarers Competence Management System Works
When you have all of your basic settings in place, you are ready to create paths for each rank in your ranking table. Then you bind said path with competence skills.
Now you are ready to evaluate your seafarers according to the main functions and required skill types.
